Kimberly Shappy - New York State Police


Kimberly Shappy is currently a Zone Sergeant with the New York State Police, stationed at the New York State Intelligence Center. Zone Sergeant Shappy has been a member of the State Police since February of 2005. Prior to being promoted to Zone Sergeant, she was a Sergeant at Division Headquarters in Albany, NY and before that worked most of her career so far as a Trooper stationed in the western part of the state. In addition to her regular duties and responsibilities, she was a crime scene technician and a child safety seat technician. She also served as an academy training officer. Zone Sergeant Shappy previously served as the NYWLE Western Region Director and while serving, organized the 2015 NYWLE 6th Annual Training Conference in Rochester, NY. Zone Sergeant Shappy, now residing in the Capital Region, is the co-Capital Region Director. She was on the conference committee for the 2016 NYWLE 7th Annual Training Conference held in Saratoga Springs, NY and is currently a member of our NYWLE Scholarship Committee.

Deborah J. Campbell - New York State Police (ret.)

Deborah J. Campbell retired from the New York State Police in 2015 after completing a 32- year career with the agency. During her time with the Division of State Police, she rose through the ranks from trooper to Colonel, where she had oversight of the Divisions’s EEO investigations, Recruitment, Promotional Exams, Employee Assistance Program, Labor Relations and the Governor’s Protective Services Detail.

Kathy Ford - Onondaga County Sheriff's Office


Kathleen Ford, Certified Jail Manager (CJM), Certified Community Leader (CCL), is the Assistant Chief Custody Deputy for the Onondaga County Sheriff’s Office in Syracuse, New York. She began her career in Law Enforcement (Corrections) in 1992 working at the Onondaga County Correctional Facility. In 1996 she transferred to the Onondaga County Sheriff’s office. She was appointed Assistant Chief Deputy in March 2017 and assists in the management of the Onondaga County Justice Center.

Lynette DelFavero - Syracuse Police Department

Deputy Chief Lynette DelFavero was promoted to her position as Uniform Bureau Deputy Chief on January 22nd, 2018 becoming only the second female to make the rank of Deputy Chief in the Syracuse Police Department. In this position, Deputy Chief DelFavero is responsible for overseeing the Patrol Division which is made up of the First, Second and Third Platoons, the Patrol Services Division (which includes the Special Events Section as well as the K9 Section), the Traffic Section and the Airport Section.

Arlene Sabo currently serves as the Director of Safety and Security at Vassar College, a prestigious four-year private institution located in Poughkeepsie, NY. She began her service at Vassar after completing a 30 year career with New York State University Police, serving as Chief of Police at SUNY Plattsburgh the last 14 years. She holds a Master’s Degree from SUNY Potsdam and is a graduate of the FBI National Academy in Quantico, Virginia.

Casey E. Quinlan - NYS Office of the Attorney General

Casey Quinlan is a Senior Investigator with the New York State Office of the Attorney General. In her tenure with the Attorney General's Office she has investigated both civil and criminal matters. She was an initial member of New York’s Internet Crimes Against Children Task Force, part of a federal pilot program that has grown into a national initiative aimed at protecting our youth from the dangers that exist in the digital world.
